The Minister for Transport, Hon. Joseph Bukari Nikpe, has inaugurated the National Implementation Committee for the ECOWAS Supplementary Act relating to the Common Policy on Aviation Charges, Taxes and Fees.

The inauguration is a step towards Ghana’s implementation of the ECOWAS Supplementary Act, which the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) adopted in December 2024 and took effect on 1st July 2026.

The Supplementary Act seeks to promote a more harmonised approach to aviation charges, taxes and fees within the ECOWAS sub-region, to make air transport more affordable, accessible and competitive across West Africa.

The newly inaugurated Committee will play a key role in coordinating and monitoring Ghana’s implementation and compliance with the provisions of the Supplementary Act.

Its responsibilities include assessing the financial, legislative, operational, and institutional implications of implementing the ECOWAS Common Policy on Aviation Charges, Taxes and Fees, as well as identifying relevant measures needed to support its effective implementation in the country.

The Committee will also submit periodic implementation reports to the Ministry of Transport for onward transmission to the ECOWAS Commission.

The establishment of the National Implementation Committee demonstrates Ghana’s commitment to the implementation of regional policies aimed at promoting greater cooperation and integration within the aviation sector.

The implementation of the Common Policy is expected to contribute to efforts to improve the affordability of air travel, enhance connectivity and promote the development of a more competitive and sustainable aviation industry in the West African sub-region.

The ten-member National Implementation Committee is chaired by Mr. William Kartey, with Rev. Stephen Arthur serving as Co-Chair.

The other members of the Committee are Mrs. Patience Bonsu, Mr. Edward Agbodjan, Ms. Nana Ama Kankam, Mr. Sarkodie Kwadwo Abrefa, Ms. Cynthia Kukah, Mr. Federick Nikoi, Mr. Mawuto Anku and Ms. Eloina Baddoo.
